HISTORIC BLUFFS NEIGHBORHOOD ASSOCIATION. The oldest active neighborhood association in Dubuque, the group was organized in 1972 to improve the quality of life within the boundaries of the neighborhood and allow public enjoyment of the historic area. (1)

Many of the residences in the area were originally constructed as single family homes. Beginning in the 1920s, residences were converted to multi-family dwellings--a process that was later reversed with improvements to the homes to preserve their historic character. (2)

In 2010 the goals of the Association included improved neighborhood cleanliness, landlord relations, and neighborhood organization with identified street captains to contact neighbors, and better dissemination of information. In addition, the organization wanted revised parking regulations and increased awareness by dog owners of their responsibilities to clean up after their pets. (3)
