An industrial arts teacher at [[STEPHEN HEMPSTEAD HIGH SCHOOL]], Hoelscher compiled one of the longest records of service to the [[DUBUQUE EDUCATION ASSOCIATION]]. He served six years as its vice-president, twelve years as a building representative, and was chairperson on several occasions of its teacher rights and negotiations committees.
