Prior to his appointment, Smith had been a partner of [[O'CONNOR, Frank A.|Frank A. O'CONNOR]] in Dubuque (since 1918) in the firm of Hurd, Lenihan, Smith and O'Connor. Smith's civic activities included membership on the Dubuque Planning and Zoning Commission and Board of Adjustment, trustee of [[SUNNYCREST SANITORIUM]], board of directors of the Chamber of Commerce, and county chairperson of the Dubuque County Chapter of the American Red Cross. He also served as president of the state bar association.
