He was president of the Dubuque Art Association and the board of the [[CARNEGIE-STOUT PUBLIC LIBRARY]], and trustee of the [[DUBUQUE BOYS' CLUB]] and the [[FINLEY HOSPITAL]]. Beginning in 1933 Lacy practiced law independently after years of partnerships.
