HAIL, Joseph. (Dubuque, IA, Aug. 7, 1904- ). Dubuque Water Superintendent. Hail joined the Dubuque Water Department on June 22,1922, and became the superintendent in 1937. With a knowledge of Dubuque's pipe systems, pumping and water treatment described as encyclopedic, Hail directed much of the development of the city's water delivery system.

In 1937 Hail was appointed to his position by City Manager Roger M. Evans to succeed John W. McEvoy. As the water superintendent from 1938 to 1939, Hail designed the reconstruction of the [[EAGLE POINT]] water plant. In 1955 he directed the expansion of the plant. Plans developed in 1977 led to a $5.7 million water plant expansion that doubled the city's water-capacity of ten million gallons daily. Hail retired as the superintendent on April 1, 1977.

In recognition of his efforts, Hail served as a president of the local Rotary Club in 1939. (1) Over the years, he was also a member of the Lions' Club and served on the board of directors of the [[DUBUQUE BOYS' CLUB]]. During [[WORLD WAR II]] he served as the county salvage director. (2) In 1948 he was a member of the Dubuque archdiocesan Holy Name Society officers' training school. (3) Hail was the recipient in 1955 of the George Warren Fuller Award for the Iowa section of the American Water Works Association. In 1990 he received an award from the American Water Works Association for fifty years of service.
