FROST, Frank. (Des Moines, IA- ). Frost, the Dubuque city assessor from the February 1, 1981 through December, 2000, served as president of the Iowa State Assessors' Association from 1986 to 1987. Prior to coming to Dubuque in 1981, Frost served as the chief deputy assessor in Des Moines.
Locally he served on the board of the DUBUQUE ART ASSOCIATION.
