Flynn, Joseph. (Dubuque, IA, May 13, 1882---Sept. 23, 1974). Educator.  A graduate of St. Joseph's College, Flynn accepted a teaching position with the college and then became its first business manager.  When the county board of education was created in 1915, he became the first superintendent for Dubuque County. Flynn retired in 1957.
