In 1909 the Iowa legislature passed a law authorizing the election of park boards in special charter cities of which Dubuque was one. Early in 1910 the city council passed an ordinance authorizing a park board and on April 4 an election was held. The new park commissioners were Oliver P. SHIRAS, Herbert ADAMS, and F.J. Piekenbrock. Control and management of all parks became the role of the commission.
