OLD SETTLERS' ASSOCIATION. Organization of the first Dubuque residents. Formed by those who began the settlement of Dubuque, the Association was founded on June 10, 1865. The constitution of the group provided that all male residents on July 4, 1840, could become members with the payment of a one-dollar initiation fee and monthly dues of fifty cents.
