WILBER, Charles A. (Columbia Co., NY--Dubuque, IA). Architect. Wilbur is considered the second architect to come to Dubuque. He arrived in 1859 and except for service in the Union Army during the CIVIL WAR remained here the rest of his life. His work was remembered for its near perfection in masonry and stone cutting.
