	[[AFRICAN-AMERICANS]] on August 2, ~~1973~~, according to the Daily Herald, celebrated Emancipation Day. With the headline, "Black Friday: The Colored Fourth of July in Dubuque," the newspaper noted a "grand parade" at a picnic at Washington Gardens.		The Gardens was the scene of a military reunion in 1872. Members of the 21st Iowa Infantry visited the former site of [[CAMP FRANKLIN]] and then returned to the Gardens for lunch. In the evening, an event was planned at the [[TREMONT HOUSE]].

			[[AFRICAN AMERICANS]] on August 2, 1873, according to the ''Daily Herald'', celebrated Emancipation Day. With the headline, "Black Friday: The Colored Fourth of July in Dubuque," the newspaper noted a "grand parade" at a picnic at Washington Gardens.
