Upon his retirement, Waller ran for a position on the Dubuque County Board of Supervisors in 1992, seeking the seat held by [[HERRIG, Eldon\|Eldon HERRIG]]. Although he failed to receive 35% of the votes in the primary, Waller secured the nomination in the special Democratic convention and went on to win the election in November.
