In 1945 the Dubuque post of the Veterans of Foreign Wars began taking bids on the construction of a proposed building and hoped to have the structure completed early in 1946. The two-story, glass tile decorated building, with a three-story brick facade which gave the appearance of a three-story building was to be constructed on an empty lot on Main Street opposite the [[ORPHEUM ~~THEATRE~~]]. A second floor meeting hall would be available for public dances. Another attraction would be air conditioning for the entire building. The first floor would contain a car, club room for members and and their families only, a trophy room with a modern kitchen for the the preparation of banquets for special meetings and conventions.
