	TILP, Ken. (Dubuque, IA, 1943- ). President, Iowa State Education Association. Tilp, a foreign language teacher in West Des Moines, was elected president of the 30,000 member Iowa State Education Association on May 10, 1986. He served until 1990. Significant progress in addressing lagging Iowa teachers' salaries was achieved during his term of office by the passage in the Iowa Legislature of Phase III, a program in which the starting salary of Iowa teachers was set at $18,000 (~~Phase D,~~ senior teachers were given an increase in salary directly from the state (Phase II), and performance evaluation along with additional pay for additional work was instituted (Phase III).
