&lt;p&gt;&lt;b&gt;New page&lt;/b&gt;&lt;/p&gt;&lt;div&gt;SCOTT, James R. (Catskill, NY, Dec. 23, 1828--Dubuque, Ia, January 22, 1899). Originally a moulder at [[ROUSE, DEAN AND COMPANY]] Scott joined the &amp;#039;&amp;#039;Daily Herald&amp;#039;&amp;#039; in 1857 when it was published by [[DORR, Joseph B.|Joseph B. DORR]]. Working under subsequent publishers, his duties included collector, commercial editor and superintendent of the city circulation. During the [[CIVIL WAR]], he wrote the mail and gathered local news stories. In the evenings he read his own proofs and did part of the night work remaining until midnight.&lt;br /&gt;
&lt;br /&gt;
Other than being so punctual it was said watches could be set by his arrival at 9:00 a.m., he had the habit of collecting the mail from the post office three times a day. He did this for forty-two years in all weather even after mail carriers were introduced into service in the community.&lt;br /&gt;
&lt;br /&gt;
Upon his death, a meeting was held in the newspaper officers of those who wished to eulogize him. Those in attendance included Mayor [[BERG, Christopher H.|Christopher H. BERG]], [[CARVER, D. D. W.|D. D. W. CARVER]], [[QUIGLEY, Patrick J.|Patrick J. QUIGLEY]], and [[GONNER, Lawrence M.|Lawrence M. GONNER]].&lt;br /&gt;
