	KLXL RADIO. On June 4, 1984 an application for the assignment of license of Radio Station KLXL (FM) was filed with the Federal Communications Commission in Washington, D. C. by Tower Power Corporation of Iowa and Audiophase, Inc. KLXL was licensed to operate on 102.3 mHz. (1)		KLXL RADIO. 	The announcement put an end to the question of what kind of broadcasting would be available to residents of Dubuque. The first business to show an interest in the Dubuque station was Future Broadcasting on June 25, 1976. This company ~~had been~~ incorporated in Wisconsin in May of 1976. The second was Tower Power which had been incorporated in December, 1975 in Texas. Tower Power's articles of incorporation stated their objective was to 'carry on any business which is for the purpose of communicating the gospel of Jesus Christ whether it be by sight, sound, or touch. According to its FCC application one-third of its air-time would be devoted to religious and talk programs; one third would be given to inspirational music, and the final third would carry "beautiful and classical music." 	In August, 1978 Future Broadcasting withdrew its application. The FCC on September 28, 1978 issued a construction permit to Tower Power to build a broadcasting tower and studio in Dubuque.
