He was president of the Iowa Organization of Extension Directors and in 1935 the National Association of County Agents. As a member of the Land Grant Colleges Committee, he helped write legislation concerning county agents. For several years, he was an adviser to the board of directors of the American Farm Bureau Federation.		Kerrigan came to Dubuque County as Extension Director following a year's service in Ida County. He was president of the Iowa Organization of Extension Directors and in 1935 the National Association of County Agents. As a member of the Land Grant Colleges Committee, he helped write legislation concerning county agents. For several years, he was an adviser to the board of directors of the American Farm Bureau Federation.
