Jochum was a graduate of the University of Iowa with a bachelor&amp;#039;s degree in political science and a law degree from the university&amp;#039;s law school. He had practiced law in Milwaukee and worked for Brenton Banks in Cedar Rapids before joining the Washington staff of U. S. Senator Charles Grassley in 1994. Until 1999 he served as Grassley&amp;#039;s trade counsel and legislative director when he became the majority counsel for the Senate Banking Committee until January, 2000.&lt;br /&gt;
