	Church construction began in November 1979, with the establishment of a building fund. Three acres of ground on John F. Kennedy Road near the YMCA Camp were purchased. 			Each weekend 5 identical worship services were held: Sat 5:30pm, Sun 9:30am and Sun 11am at the Kennedy Rd Campus (11893 J F Kennedy Road), and Sun 9:30am and Sun 11am at the University Ave Campus.

HOPE EVANGELICAL FREE CHURCH. Members of the Dubuque congregation began meeting together in 1979 to write their constitution, elect a body to govern, and find a place to worship. The gymnasium of [[EISENHOWER ELEMENTARY SCHOOL]] was made available on a month-to-month basis. The first service was held on May 6, 1979, with an attendance of sixty-seven people.
