	HELPING SERVICES FOR NORTH EAST IOWA. In 1989 Helping Services was one of several groups addressing the needs of "latch-key" youth in Dubuque County. As single-parent and two-parent (with both parents) working situations increased, it was felt there was a need for more affordable and accessible before- and after-school programs with stimulating activities for youth. (1)		HELPING SERVICES FOR NORTH EAST IOWA. In 1989 Helping Services was one of several groups addressing the needs of "latch-key" youth in Dubuque County. (2)		In 2010, Helping Services, Dubuque County Safe Youth Coalition, [[UNIVERSITY OF DUBUQUE]], Dubuque County Sheriff's Department, [[DUBUQUE POLICE DEPARTMENT]], and Riverview Center Inc. presented strategies for reducing the incidence of problems confronting adolescents including sexting, cyber-bullying and underage drinking. 	Smoking was a concern in 2014.
