In this capacity, she was the lead campaign coordinator for the America's River project, the $188 million phase one riverfront redevelopment initiative in Dubuque, Iowa which opened in 2003. In addition, she was responsible for launching and managing the museum’s national education and outreach program RiverWorks Discovery featuring the conservation, commerce and culture of the rivers of America. 			In January, 2022 it was announced that Goodmann had been appointed to chair a federal commission seeking to advance the development of federal land and buildings in Washington, D.C. and the surrounding National Capital Region together with guiding the overall planning of the development of the capital The six-year term as the chair of the National Capital Planning Commission was a volunteer position and did not require her to quit working for the City of Dubuque.
