His early union work was as a trustee and later financial secretary/business agent for Local 678 beginning in 1977 and lasting for over twenty-one years.  During the difficult economic years in Dubuque during the 1980s, he found work for union members in such distant states as Florida and Texas.&lt;br /&gt;
&lt;br /&gt;
Flogel was a member of the Dubuque County Zoning Board for many years and served as president of the Dubuque Building and Construction Trades Council. He was also a president of the Iowa State Council of Carpenters. During national conventions, he was active in such committees and by-laws, constitution and legislative affairs.&lt;br /&gt;
&lt;br /&gt;
He was inducted into the [[DUBUQUE AREA LABOR HALL OF FAME]] in 2008.&lt;br /&gt;
