			Prior to 2017 the Center was managed by DNR staff. Budget cuts led to that staffing being reduced; until the end of 2021 volunteers were relied upon to keep the Center open. This led to reduced hours.

			In December, 2021 a new arrangement was created between the DNR; Dubuque County Conservation, and the Friends of the Mines of Spain, a volunteer group supporting the facility and surrounding park. Funding was primarily supplied through the county and city which each contributed $56,000 annually to Center operations. A full-time naturalist was hired to ensure regular operating hours. To celebrate the new arrangement, a reopening was scheduled for December 31st to coincide with the First Day Hike, a popular annual event. The Center hosted a variety of activities and stations providing entertainment and education. (7)

	Between 1885 and 1943 the land was bought and sold twelve times. In 1943 Otto's granddaughter Marjorie Reed and her husband Charles purchased the land. Development of the Center included the construction of a magnificent nature center in 1976 and the establishment of interpretive trails. A public support group, the Friends of Lyons Prairie-Woodland, was formed to assist the naturalist and staff that were hired. These were to be used for viewing birds and other wildlife during such programs as the Bald Eagle Watch, National Audubon Society's Christmas and Spring Bird Counts, and year-round by the staff for educational purposes.
