			Forty-nine charter members were initiated into the Dubuque organization on December 1, 1892. To be known as Dubuque Lodge No. 173 D of R, I.O.O.F., the Dubuque organization was part of a rapidly growing statewide program. Since the meeting of the grand lodge six weeks previously, nine lodges had been formed. (3)
