	In 1890 the election of Edward F. Duncan to the position of cashier was the subject of an article in ''The Herald''. The editorial mentioned that the bank had previously not lived up to its potential because several of the largest stockholders had also held interest in other banks with whom they chose for most of their business. It was felt that Duncan would do a better job in championing the bank's interests. (2)		In 1890 the election of Edward F. Officials of Dubuque County Bank also thought it wise to relocate so that all the banks in Dubuque were not located in roughly the same area. The building chosen was owned by [[COOPER. The corner which he used as an office was refurbished by Cooper with a new glass window and a lease by him to the property was signed by officials of Dubuque County Bank.
