			A Telegraph Herald editorial in 2011 defined Dubuque 2.0 as the overarching program Smarter Sustainable Dubuque program involving IBM and local utilities. Beginning with a program monitoring water consumption, results suggested that program participants were eight times for likely to detect and repair leaks. A similar program was then underway to study electricity consumption and another to study the use of natural gas. A new initiative, IBM's City-in-Motion project was planned to study where and when participants chose to ride the bus. (8)
