The daughter of John and Ann (Streigle) Connors, Rosemary graduated from St. Thomas Aquinas High School in 1959 and received her bachelor's degree from Emmanuel College in 1963. A community activist, Rosemary was a volunteer for [[HOSPICE OF DUBUQUE]], Four Mounds Women's Fellowship, Friends of the Carnegie-Stout Public Library, Roberta Kuhn Center Advisory Committee, Dubuque Friendship Force, and the Dubuque Historic Preservation Committee. She was the project director for the grant "Dubuque: A City for Living--the Public and the Fine Arts."

When Robert was diagnosed with Alzheimer's disease in 1994, both became active in the Dubuque Alzheimer's Association. They testified in 1998 before the House Senate Committee on Appropriations for the 105th Congress as advocates for increased funding for Alzheimer's research.
