What became a harbor was created in the spring of 1962 when the area was dredged to provide fill for another area. It was not deep enough, wide enough, nor was the slope of the banks steep enough for the site to be used for barges. Boaters who were using the site were angered with the Dubuque Dock Commission heard plans of Dr. Donald C. Sharpe to develop a marina including a restaurant, office, sales and storage building, boat well, landscaping, a small children's recreation area and floats for boats ranging from a 15-foot run-about to a 40-foot cruiser.
