Chapters served by Biasi included those in Cedar Rapids, Clinton, Davenport, Dubuque, Elkader, Maquoketa and Oelwein. (4) He was one of the organizers locally of the "Barbershop Singers" and ~~considered~~ as chairman of the Dubuque Historical Preservation Commission was considered the author of the [[HISTORIC PRESERVATION ORDINANCE]].
