The second son of Joseph M. and Marguerite (Kriebs) Baule, Charles attended St. Mary's Grade School and [[LORAS ACADEMY]]. He graduated from the University of Iowa in 1957 with a bachelor's degree in civil engineering. He was commissioned as an engineer officer and served seventeen years in the US Army and Reserves. He commanded Company C, ~~173d~~ Engineer Battalion from 1963-1964. His last assignment was on the 1st Army Engineering Staff as a major. He married Elizabeth "Betty" A. 	Charles was a licensed land surveyor and professional engineer. From 1962-1964, he was the director of public works for Prairie du Chien, Wisconsin. He then worked for Ford Motor Company designing dealerships including Ernie Banks' south Chicago dealership in 1967. He served as the Dubuque County Engineer from 1973 to 1985. After 1985 he worked for several Chicago area firms and was involved in designing interchanges on I-355, also known as the Veterans Memorial Tollway and several Chicago area bike trails. Later in his career, he served as a forensic traffic engineer to reconstruct accidents. He recently worked for Stewart Construction in Dubuque. Charles was an active member of American Legion Post 6 in Dubuque, where he served as past post commander, held a variety of other officer positions and served on its funeral detail. He donated some of his organs for scientific research.
