			In 2021 the City of Dubuque had 143 pre-annexation deal representing 1,982 acres outside the city limits. Interestingly officials acknowledged that some might not ever be annexed with some plots of land some distance from the city. In some cases, property owners approached the city to connect to city water. If a final plat for a survey of land within two miles of the corporate limits, a pre-annexation agreement would also be signed. The fact that potential tax revenues and costs must be considered before city staff would recommend an annexation leaves some agreements in place for years. (73)
